Why is McCain proposing to beg the states to fill his health care gaps?

McCain health care plan has a flaw on the uninsurable as his plan doesn’t help them. Instead he is proposing to beg individual states to setup a plan for them according to his election website.

Why doesn’t he simply do the work himself?

Will the government require homosexuals to pay for their own health insurance?

The government is already requiring smokers and obese people to pay for their own health insurance.

Homosexuality is a risky behavior and that’s why I’m asking the question.

Is the government discriminating against obese and homosexuals by requiring them to pay for their own health insurance?
