Are the Health Department agents the ones that check restaraunts and stores to check for quality?

My friend runs a restaraunt. When will health agents come and check up on his restaraunt? And actually, I went to this store the other night, not some big chain store or anything, a family run small store. It had some expired products and stuff. Will health agents check that store soon? And how do I report that store to them?
